David Vane

Broker & Property Manager


David Vane co-founded WEICHERT, REALTORS® – New Colony in February 2007, as part of the Weichert Real Estate Affiliates franchise. This linked New Colony Realtors® (founded in October 2004 by David and business partner Michael McKenna) to one of the nation’s largest private providers of real estate services. David is the broker of record for WEICHERT, REALTORS® – New Colony and handles the day-to-day management of New Colony Property Management. He is a member of the National Association of Residential Property Managers®, and he was appointed to the Howard County Housing and Community Development Board by County Executive Ken Ulman in 2013.

David believes that you get what you give, both in life and in business, and this drives his performance day-to-day and guides his interactions with customers. “I’m motivated by the desire to build a company that is both the best firm to work for and that provides the best experience for our clients.” Customers describe David as knowledgeable, compassionate and a person with a strong sense of integrity.

A graduate of Frostburg State University, David currently resides in Columbia, Md. He enjoys any activity that allows him to spend time outdoors and time with his family. He is a long-time supporter of Toys for Tots and St. Jude Children’s Research Hospital.


Julie McDonough

Director of Client Accounts


Julia joined the organization in May, 2014 as an administration assistant for the parent company, WEICHERT, REALTORS® - New Colony [WRNC]. Since then she has been promoted into the role of Director of Client Accounts for New Colony Property Management while also managing the administration staff for WRNC.

She holds a Bachelor of Fine Arts degree in dance performance from The Boston Conservatory. Originally from Boston, MA, Julia now resides in Columbia, MD with her husband Mark and 3 daughters. Julia enjoys being a Beachbody® coach, celebrating good times with family and friends and helping others start their journey to begin living a healthier lifestyle.


Shannon Vane

Leasing Coordinator


Shannon Vane joined New Colony Property Manangement in 2013 with a background as an investment property owner and as a person with a long-time interest in the real estate industry. Her brother is a broker and her father is a general contractor, which gives her insight into all aspects of renovating, purchasing, selling and renting homes.

Shannon’s primary role is managing the leasing and marketing needs of New Colony Property Management.“I get along well with a wide range of personalities, and that helps me keep our owners and tenants pleased. I am an investment property owner myself, so I understand how an owner thinks and why they think that way, whether they are a landlord by choice or by necessity.”

A sense of accomplishment is what keeps Shannon motivated. She’s faced with many, many tasks during the day, to be managed in a limited time frame. “Crossing an item off the list and knowing that I’ve made someone happy doing it is what keeps me going.”

Now a resident of Frederick, Md., Shannon considers Rockville, Md., her hometown. She enjoys horseback riding and kayaking, and holds a special place in her heart for animals. She is a strong supporter of the Mia Foundation, which is an organization dedicated to giving animals with birth defects a chance to live longer or live better.


Bill Partlow

Maintenance Coordinator


Bill Partlow joined the New Colony team in 2011 and serves as the teams Maintenance Coordinator.  Bill thrives on the opportunity to help others and in being there when they need him. His 19 years as a sales rep with Coca-Cola prepared him well for meeting urgent demands and handling special requests. The experience also fine-tuned his skills in planning, scheduling, and “bending over backwards to keep the customer happy,” Bill says.

Bill enjoys sports, is a troop leader for the Boy Scouts of America, and teaches marriage classes at his church.
